Apache Junction resident Kenneth G. Baker believes those two years are long enough. To that end, he has filed the necessary paperwork to begin gathering signatures in an attempt to initiate a Recall Election regarding the Supervisor.

In an interview with Today Publications Baker explained the reasoning behind the recall. "Ever since [Supervisor Martyn] has been in office I can find no one in Northern Pinal County that approves of the job he's done," he lamented.  "He ran as a Republican but has spent all his time as a Democrat."

In his Application for a Recall Petition, Baker claims that Martyn failed make good on campaign promises such as keeping Banner Ironwood in San Tan Valley and turning Hunt Highway into a four-lane thoroughfare. For the complete text of the Grounds of Recall, click here.

When asked about the recall application Supervisor Martyn emphasized the austere nature of the task that faces his office. "We take recalls very seriously," he said. "It obviously demonstrates a level of dissatisfaction. I look forward to having the ability to address each issue specifically in an open forum or any other venue that allows us to communicate."

While Martyn explained that his office would issue a statement that addresses the Grounds of Recall point by point in a few days, he did mention that some of Baker's issues were outside of his authority. "I will look at each accusation seriously," he said before continuing, "There are issues in the grounds of the recall that aren't my decision to make."

According to the Application for Recall, Baker needs to collect 10,652 signatures by Nov. 19, 2010, in order for the process to move forward.  However, Baker disputes this number, claiming  the formula in Arizona statute ARS--19-201 indicated the number of signatures he needs is closer to 3,000. He is also quick to explain that while citizens throughout the county may agree with what he is doing, the Application for Recall Petition wasn't filed on behalf of any special interest or political group.

According to his application, Baker plans to spend less than $500 on the endeavor. When asked how he plans to reach his goal, the response was simple, "I know lots of people who are unhappy with [Supervisor Martyn]," he said. "I'll just give each one a stack of petitions and say do something about it or stop complaining."
